Registering Vehicles and Excise
Tax
The following vehicles must be registered and excised at
the Finance
Office: Motor Vehicles, Registration of Boats, Registration of ATV's,
snowmobiles.
You may renew registrations online here.
Bring in the following paperwork for vehicle
re-registration: Current
or expired registration (yellow form); current proof of insurance (with
good expiration date on card); and current odometer reading .
If purchased from a Maine Dealer: Window sticker
(required for
ALL new car purchases), Title Application, Sales Tax form Current proof
of insurance (with good expiration date on card)
You must then go to a Maine DMV branch to complete the
transaction.
They will issue you your plates and stickers. The town of Freeport is
not
considered a full-service registration agent, thus we do not carry
plates.
If purchased from a private sale: Bill of sale,
previous owner title, and current proof
of insurance.
Title Application and Sales Tax Form will be given to
you by the clerk.
You must fill these out before going to DMV to complete the
transaction.
DMV will charge you $23 for the Title application and 5% of the
purchase
price of the vehicle.
NOTE: If a vehicle is sold or traded, the plates and
registration should
be retained. It may be advantageous to transfer the plates and excise
credit
when registering a new vehicle. The clerk will help you calculate the
better
option. There are NO CASH REFUNDS on unused excise tax for retired
vehicles.
You must still go to a Maine DMV branch to complete the
transaction.
If previously registered out-of-state: Out of
state title, Out
of state registration, Current proof of insurance from state of
Maine.
State statues govern collection of excise tax and
registrations. Reports
for the registrations are filed monthly, balanced with collections and
funds are forwarded to the state.
Boat Registration
Boats expire annually in December. The excise tax is
assessed based
on the year, length and use. The registration fee is based on the
horsepower
of the motor. A $1.00 town fee is also charged. If purchased from a
Maine
dealer, the sales tax form is required. If purchased from a private
sale,
a bill of sale is required. Sales tax will be collected at the time of
registration.

Personal Watercraft Registration
$29.00 (Jet Ski, pontoon boats). If purchased from a
Maine dealer, the

ATV Registration
ATVs expire annually in June. The registration fee is
$33.00, plus $1.00
town fee. ATVs are not charged an excise tax. If purchased from a Maine
dealer, the sales tax form is required. If purchased from a private
sale,
a bill of sale is required. Sales tax will be collected at the time of
registration.
Snowmobile Registration
Snowmobiles expire annually in June. The registration
fee is $33.00,
plus $1.00 town fee. Snowmobiles are also not charged excise tax. If
purchased
from a Maine dealer, the sales tax form is required. If purchased from
a private sale, a bill of sale is required. Sales tax will be collected
at the time of registration.

Tax Billing and Collections
Taxes are due in two payments (November 15 and May 15
this fiscal year)
and are collected all year long. Interest due on late payment of taxes
is calculated by computer. If taxes are not paid in due course, a lien
may be placed on the property. If taxes are still not paid, the town
will
foreclose on the lien.
When the commitment is received from the assessor, prior
year's tax
receipts are purged and new tax commitment is balanced and bills
processed.
Receipts for tax payments are posted to applicable year receivable.
Interest
collected is credited to estimated revenue.
