CW Meeting

Carter (Victor Trodella rep.) mentioned that the Trodella wharfing-out request had been withdrawn.
Reviewed January meeting minutes (deleted “Leadership” commentary that took place). Minutes were unanimously approved as revised.
Reviewed Harbormaster Report for January through March. Ron motions to accept. Scott seconds. All were in favor.
Joe LeBlanc for John Chomyn: Ramp Modifications adding 10’ over a rock. Float will move approximately 8 feet. Not much Boat traffic in that area. Diane moves to accept the ramp modification for Chomyn. Scott seconds. All were in favor.
Mark Winter Wharfing Out: Received email from neighbors (Marie Dixon) asking about alternative options to the wharfing out request.
Steve Putnam had been at the previous meeting and had expressed concerned about seeing the pier from all rooms of his house. Also wondered about impact to the Clammers. Kristin spoke to Shellfish Committee Chairperson. Person confirmed that the shellfish community was not particularly concerned about that area.
Meredith Winter spoke about Easement with Marian McCredie. John Ryan will be building the dock. Temporary Structure with a Permanent base. They are currently working on the storage of the docks. DEP will no longer allow storage on Marsh Grass.
Paul is also helping to build the wharf. The wharf is 10’ for stability. 3 wharfs will all be anchored (6 anchors).
Jan Newlin (frame Building in application-abutter) has given approval to application.
No lighting is expected to be put on this.
Diane asked if there were any setback requirements. McCredie has given okay for dock to be so close to property line.
Other docks in the area are as close to the beach as possible. All of them ground out.
This will be a shared dock. Does not impact navigation according to Winter representatives.
Janice Geary (?), 23 Harraseeket Road, says that she is not apposed to a dock. However believe they are trying to get to deep water fast in an area where that is not viable. Most people know that this is not a deep water area. The dock will interfere with Boating. There is a curve and a rock close to this wharfing out that people try to avoid. This dock will make transiting that area more difficult. People need to hug the shoreline to get into their docks. This would cause an issue with traffic. There is also a ladies swimming club that goes over to Jan Newlin’s and back. This would interfere with that as well. Janice is not opposed to Winters having a dock, just opposed to the size of it.
Some discussion was had about how many wharfs are necessary. Maybe removing one or two docks would be a reasonable length.
One float may gain you an hour.
Diane: How about 2 “12X20’s”?
This may be too big of a wharf to control.
Carter (public comment): Should there be deeded rights with the neighbor so that the dock could be angled differently? Could you swing the pier 20% to the other direction so as not to impact navigation so much. Make it a shared pier. Compact the float. Make it wider but less long. Make it shorter and fatter.
DEP has already granted okay. Army Corp of Engineers recommendation should come in a couple of weeks.
Scott is concerned about length. Neighbors are concerned. What is the reasonableness?
Ron also thinks it is too long. Would like to do a site walk.
Diane does not want to rubber stamp this permit. Agrees with Scott.
Amanda thinks we need to make a recommendation after a site walk.
Scott asked builders how long it takes to build the wharf once it is approved?
Paul said it depends on other business etc.
Carter will stake out the area so that a site walk can be done.
We should talk to the town attorney about our decision.
Meredith Winters didn’t realize that her non-abutting neighbors had opposition to the dock. She would like to sit down with those opposed to see what could be done to make the dock more acceptable.
Abutters did not have concerns.
Diane made a motion: We acknowledge discussion on the Winter pier and table discussion until the April meeting so that Kristin and Scott can clarify via Dale and Town Lawyer about our concerns.
Scott seconds and amends to address concerns of non abutting neighbors.
Site walk is to be scheduled by Jay.
All were in favor of Diane’s motion.
Harraseeket Yacht Club Dock Request: 16’ wide launching planks. Work with the clammers. Private launching ramp.
Is there a need to notify the abutter? Dr. Iszard?
This is for small yacht club boats.
The site is owned by the Yacht Club. Set of Floats between Riprap. Is a repaving.
Kristin: More of a DEP question. Ease of use/ function of the yacht club. Floats are low profile. Pilings are 8” above the HW mark, 2’ above the driveway. This is keeping within the commercial use of the yacht club.
Floats will be in the parking lot for storage.
Ron makes a motion to approve the project. Dennis seconds. All were in favor.
Discussion on how long we should take on wharfing outs (1 or 2 months). At least 30 days.

Old Business: Elections held April meeting. Chairperson office is open.
Terms that are up: Kristin and Diane. Both would like to continue.
Should we set up a workshop to come up with new ordinance language for wharfing outs or should we set aside some time in the regular meeting agenda? We can set aside some time in our regular meetings to discuss new ordinance language. We can set aside time limits for agenda items. Such as putting 8:30 to 9:30 for ordinance discussion.
Carter is going to work with Paul to stake out Winters Wharf.
Site walk scheduled for Thursday, March 20th, 5:15 at the Yacht Club Parking Lot.
