Freeport Coastal Waters Meeting
October 10th 2007

Present: Diane, Dennis, Jay, Jen, Amanda
Absent: Scott, Kristen, Ron

Approval of September Meeting Minutes: Discussion on whether to take out "loose it if you don’t use it” motto in the wharf out discussion portion of the meeting minutes.

We decided to leave it in the minutes as it was a part of the wharfing out brainstorming.

Minutes were accepted as amended with a change of the word “wharfs” to “floats”.

Bustin Island Harbormaster, Rob Taisey, needs to send us the BIVC latest Ordinance. Jen is going to contact Rob.

Habormaster Report: Diane moved to accept the minutes. Dennis second it. All were in favor.

Discussion on having a wharfing out workshop. Some wharfing out ideas thrown out, as follows:
How many wharfs should we have per mile?
Should there be setback requirements/minimum frontage requirements?
Community Piers?
The process is currently a “rubber stamp”.
There are a lot of wharfs right next to each other, couldn’t there be some sharing between land owners, etc.
We need to make sure “wharfing out” requests are following the procedure.

The DEP and Army Corp of Engineers could be invited to the next meeting to understand the process. We should ask DEP what they see as issues.

What about people who bypass the process, what should the penalty be?

Jay: Should we first have a workshop to gather questions for DEP, Town Planner, and the Army Corp of Engineers.

As part of the process CW should send a letter to DEP and Army Corp of Engineers letting them know that the wharfing out request has been approved by the town. DEP and Army Corp should not give their approval until they receive a letter from CW.

New Business: 2 new wharfing out packages are coming to us. They are located South of the Yacht Club. The individuals are related and the wharfing out requests are right next to each other. They are for Mark Winter and Marian McCredie.

Diane made a motion that we ask for enough copies of the wharfing out request for all committee members (thus we need 7 copies) before we consider the wharf request.
Dennis Second.

All were in favor that we need to obtain 7 copies on the Winter and McCredie wharfing out requests.

There was further discussion on whether we should suspend all wharfing outs until CW comes up with new ordinance language.

Dennis feels there should be more stringent rules.

Dennis moves to suspend all further wharfing out requests until CW workshops.
CW failed to obtain a Second to the motion.

Future Business:
Jen asked Jay to contact the Army Corp of Engineers and DEP for the upcoming workshop.

Do we need to give notice to the public about a workshop? If yes, how long does the notice have to be?

Jay asked the committee to think up questions they want to ask DEP and Army Corp of Engineers.
