Recycling/Solid Waste Committee Meeting Minutes
Minutes of the Meeting Held October 17, 2007
Present: Al Presgraves/Staff Louise Haggett, Paul Kane, Marjorie Hall, Jane Kidder and Jeff Stenzel

1. Approval of minutes of the September 19, 2007 Committee Meeting -approved unanimously.
2. Solid Waste & Recycling Director’s Report by Al Presgraves
a. Recycling Staff Management: Al has directed Mike Pottle, Recycling Center Manager, to have the center staff use slack time to police the area along Pownal road and along the center access road.
b. Recycling Statistics: Tables of usage statistics indicate substantial increases in sales from the Center’s collection of recyclables and generally all usage figures indicating steady increases in recycling rates.

3. Old Business:
a. Recycling Video: Jane Kidder had prepared copies of internet-researched and downloaded pages on the Maine Recycles film and radio competition. Al and Louise were going to work with Rick Simard and Mike Pottle on coordinating the possible production by Eagle Scouts or HS Students of an entry into the contest. Jeff Stenzel reminded the Committee that our budget allows for subsidizing this effort if required.
b. Recycle This!: Jane had also printed out and copied the Recycle This! Newsletter of the Maine State Planning Office, Waste Management and Recycling Program, June 2007, as well as other informative publications from www.maine.gov/spo/recycle , www.MaineRecycles.com, www.epa.gov/epaoswer/non-hw/payt/intro.htm
c. Signage: Al had prepared a layout for roadside signs to go at the silver bullet locations. It was suggested to enlarge the margin around the logo and the committee voted unanimously to authorize the expenditure of educational funds for the preparation and installation of the signs.
d. Publicity: Robin Monahan, Freeport reporter for The Notes, had agreed with Louise that each week we could plug recycling. Louise has e-mailed her some information and will continue to feed blurbs to her. Committee voted unanimously to thank Louise and authorize her to submit information to Robin on behalf of the committee. (The November 6th edition has an excellent informative paragraph on the use of the silver bullets.)
e. Commercial Cardboard Recycling: Bart Carhart, Solid Waste and Recycling Director Emeritus, had prepared an informative summary report on the requirements for commercial cardboard recycling and opportunities for improvement. Al Presgraves gave a copy of the report to Dick Collins, President of the Freeport Merchants Association, who agreed to circulate the information among the FMA members
4. New Business
a. www.PlanetAid.org: A representative of this non-profit group had asked Al about placing a collection box for shoe and clothing donations at the recycling center and silver bullet locations. Committee voted unanimously to have Al invite the group to try the location of 1 box at the West Street silver bullet location
5. Public Comment: None.
6. Adjourn: Motion to adjourn carried. The next meeting will be November 14, 2007 at 6:30pm in the Small Conference Room of the Freeport Community Service Building.
