SPECIAL MEETING MINUTES - to be approved at the 12/12/05 Meeting
December 6, 2005


Call to Order
A special meeting of the Freeport School Committee was held on December 6, 2005 at the Freeport High School Library. Chair Martin Robles called the meeting to order at 6:37 P.M.

Roll Call
Present: Sean Crean, John Gleason, Chris Leighton, John Morang, Chris Munroe, Beth Parker and Martin Robles.


Executive Session
On a motion made by Mr. Crean, seconded by Mr. Gleason

It was voted:
To enter into Executive Session for the purpose of a student disciplinary hearing pursuant to Title 20-A Section 1001(9) and Title 1 Section 405(6)(B). Approved 7 – 0

Declared out of Executive Session at 9:34P.M. by Chair Martin Robles

Action as a Result of Executive Session
On a motion made by Mr. Crean, seconded by Mr. Gleason

It was voted:
The School Committee finds that:
Student 3 did possess and furnish scheduled drugs as defined in Title 17-A, Chapter 45.
Student 3 was deliberately disobedient.
It is necessary for the peace and usefulness of the school to suspend student 3 with the effective start date of
7 November through 6 December which will account for an 18 day suspension 9 of which will be with tutorial and 9 will be without.
Approved: 7 – 0

Executive Session
On a motion made by Mr. Morang, seconded by Mr. Gleason

It was voted:
To enter into Executive Session for the purpose of a student disciplinary hearing pursuant to Title 20-A Section 1001(9) and Title 1 Section 405(6)(B). Approved 7 – 0
Declared out of Executive Session at 10:57P.M. by Chair Martin Robles

Action as a Result of Executive Session
On a motion made by Mr. Crean, seconded by Mr. Morang

It was voted:
The School Committee finds that:
Student 2 did possess and furnish scheduled drugs as defined in Title 17-A, Chapter 45.
Student 2 was deliberately disobedient.
It is necessary for the peace and usefulness of the school to expel student 2. It is also stated that this will be an indefinite expulsion period with the understanding that the administration and the student have committed to work together to develop a plan leading to prompt reentry, with the intention to preserve the opportunity to obtain credit for the current semester, if in the Superintendent’s judgment, the plan has been satisfactorily implemented.
Approved: 7 – 0




Executive Session
On a motion made by Mr. Gleason, seconded by Mr. Crean

It was voted:
To enter into Executive Session for the purpose of a student disciplinary hearing pursuant to Title 20-A Section 1001(9) and Title 1 Section 405(6)(B). Approved 7 – 0
Declared out of Executive Session at 12:20 P.M. by Chair Martin Robles

Action as a Result of Executive Session
On a motion made by Mr. Crean, seconded by Mr. Morang

It was voted:
The School Committee finds that:
Student 4 did possess and furnish scheduled drugs as defined in Title 17-A, Chapter 45.
Student 4 was deliberately disobedient.
It is necessary for the peace and usefulness of the school to suspend student 4 with the effective start date of
26 October through 7 December a period of 25 days 15 of which are without tutoring and 9 days with tutoring.

It was voted:
To adjourn at 12:24 P.M. Approved: 7 – 0
